Consular posts are changing their nonimmigrant visa application procedures, if they have not already done so. Invariably, the changes will have the effect of increasing the processing time required, both to obtain an appointment, where needed, and to issue the visa. London (http://www.usembassy.org.uk/cons_web/visa/niv/august.htm) and Paris (http://www.amb-usa.fr/consul/niv.htm) have already posted changes, as will other posts, primarily those associated with visa waiver countries, but others, such as Seoul (http://usembassy.state.gov/seoul/wwwhniv.html) and Tel Aviv (http://telaviv.usembassy.gov/publish/consular.htm), as well.
Interested parties should check relevant consular web sites on a daily basis, as even pending applications may be affected. For instance, Paris will return unopened applications submitted under prior procedures but unreviewed by a consular officer as of August 1. Such applicants will have to re-file following the new procedures.
Applicants must apply early for visa appointments, in hopes that by their interview date, they have the requisite documentation, including the I-797 if required. They may then experience unexpected delays in receiving their visas.
